A round table on the institutionalization of the scientific direction "Evolutionary Cybernetics" was held at the Presidium of the NAS of Ukraine.

On May 25, 2026, a round table was held at the Presidium of the National Academy of Sciences of Ukraine dedicated to discussing the scientific, applied, and organizational foundations for the development of a new interdisciplinary field — evolutionary cybernetics.

The event brought together representatives of various scientific schools of the NAS of Ukraine, whose activities are related to cybernetics, systems analysis, mathematical modeling, artificial intelligence, biology, language-information technologies, space research, medicine, education, and interdisciplinary studies of complex systems.

Participants in the round table included NAS of Ukraine academician Volodymyr Seminozhenko, Vice President of the NAS of Ukraine, Head of the North-Eastern Scientific Center of the NAS of Ukraine and the Ministry of Education and Science of Ukraine; NAS of Ukraine academician Oleksandr Palahin, Deputy Director for Scientific Work of the V.M. Glushkov Institute of Cybernetics of the NAS of Ukraine; NAS of Ukraine academician Mykhailo Zgurovskyi, Advisor to the Presidium of the NAS of Ukraine, NNC “IPSA” of Igor Sikorsky KPI; NAS of Ukraine academician Volodymyr Shyrokov, Director of the Ukrainian Language-Information Fund of the NAS of Ukraine; NAS of Ukraine academician Serhii Kosterin, Deputy Director for Scientific Work of the O.V. Palladin Institute of Biochemistry of the NAS of Ukraine; Mykola Salnikov, Doctor of Physical and Mathematical Sciences, Director of the Institute of Space Research of the NAS of Ukraine and the State Space Agency of Ukraine; Oleksandr Stryzhak, Doctor of Technical Sciences, Deputy Director for Scientific Work of the National Center “Small Academy of Sciences of Ukraine”; Corresponding Member of the NAS of Ukraine Yurii Krak; Corresponding Member of the NAS of Ukraine Petro Stetsiuk; Leading Researcher of the Institute of Mathematics of the NAS of Ukraine Oleksandr Shvets.

The focus of the discussion was evolutionary cybernetics as a field aimed at providing the scientific foundations for managing the development of complex systems — technical, biological, cognitive, social, and sociotechnical. It was emphasized that modern systems increasingly require not only ongoing regulation but also scientifically grounded support for their own transformation: changes in structure, goals, interaction rules, efficiency criteria, and adaptation mechanisms.

Special attention was paid by the participants to the role of the V.M. Glushkov Institute of Cybernetics of the NAS of Ukraine in shaping this field. Evolutionary cybernetics is viewed as a continuation of the Ukrainian cybernetic school, within which the management of complex processes is traditionally associated with mathematical modeling, algorithmization, information technologies, and a systems approach.

During the round table, a number of steps were proposed aimed at further developing the field. Among them were the formalization of the basic concepts of evolutionary cybernetics, including self-organization, self-regulation, self-governance, controlled evolution, and meta-governance; the development of mathematical models of complex evolutionary processes; the use of methods of systems analysis, entropy programming, nonlinear dynamics, and the theory of deterministic chaos.

A separate set of proposals concerned the interaction between natural and artificial intelligence. In particular, the concept of “Consolidated Intelligence” was discussed, which envisions a harmonious combination of human intelligence and artificial intelligence systems in the context of Industry 5.0. In this context, the issues of formalizing the concept of consciousness, ethical constraints in optimization systems, and creating safe models of interaction between humans and intelligent machines were raised.

Among the applied directions, the use of digital twins and virtual environments for modeling complex social and infrastructural processes was noted, the application of high-performance computing platforms in Life Sciences, the development of cybernetic approaches in rehabilitation medicine, the creation of intelligent bionic prostheses, as well as the use of stochastic modeling and artificial intelligence to support decision-making under conditions of critical uncertainty.

The participants also emphasized the need for institutional formalization of the field. Among the proposed steps were the preparation of a targeted academic program “General Evolution,” the creation of an interdisciplinary commission at the Presidium of the NAS of Ukraine, the introduction of special training courses in higher education institutions, and the establishment of a transdisciplinary scientific publication aimed at integrating knowledge from cybernetics, mathematics, biology, physics, medicine, and artificial intelligence.

As a result of the round table, it was noted that evolutionary cybernetics could become a scientific platform for uniting research aimed at understanding, modeling, and managing the development of complex systems amid rapid technological, social, and security changes.
